About our company's commitment to VOCs pollution control standards

Kaifeng Group Co., Ltd. is located in Huku Industrial Zone, Gushan Town, Yongkang City. It covers an area of 55,000 square meters and is divided into two factories. The two factories are only separated by Shifang Middle Road. Production of tires and reflective materials; the plant on the south side is mainly engaged in the production of electronic scales. The improvement of VOCs in this project is only for the rubber tire production line on the north side of the plant. The plant ’s annual output of 20 million automobile inner and outer tire factories and comprehensive buildings passed the approval of Yongkang Environmental Protection Bureau in 2002; Symbol: Yonghuan [2008] No. 113.

Since its establishment, the company attaches great importance to environmental protection and actively carries out comprehensive treatment of environmental pollution. It has invested 690,000 yuan in the reform of production processes and the treatment of environmental pollutants, especially atmospheric pollutants, so that the company's VOCs exhaust gas has been effectively used. Governance has achieved good environmental and social benefits.

Recently, the company responded to the implementation of the "Zhejiang Volatile Organic Compound Pollution Remediation Plan" (Zhehuanfa [2013] No. 54), and made the following commitments on the environmental governance of new and old installations:

I. The environmental protection "three simultaneous" system of the project will be strictly implemented, that is, the design, construction and simultaneous use with the main project.

2. Regulate the storage of raw materials and organic chemicals. All rubber materials should be stored separately in a closed room away from light to reduce the release of volatiles; all organic solvents and low-boiling materials should be sealed

3. Promote the use of cleaner production technologies and equipment. Popularize the low-temperature one-time rubber mixing process, reduce the intermediate transfer of rubber materials and the stacking of semi-finished rubber materials; promote the use of nitrogen-filled vulcanization processes, partial pressure supply of steam, and improve labor productivity. Carbon black and other small solid materials should be set up with a closed automatic weighing system throughout the process to achieve closed feeding.

Fourth, the production process device or area that produces VOCs pollutants in tire manufacturing must collect waste gas.

(1) Weigh solid waste gas, rubber waste gas, film air-cooled waste gas, and vulcanized waste gas separately and collect and treat them.

(2) Exhaust gas at the inlet and outlet of the mixer should be collected for pretreatment and dust removal. The raw rubber feeding port should be equipped with a suction suction hood, and the outlet should be equipped with a local closed hood for negative pressure gas collection; During the process from the roll extruder to the cold sheet machine, a local closed hood should be set to extend the gas collection. Film air-cooled exhaust gas should be collected in a sealed manner. The vulcanizer device area is hermetically sealed and an effective gas collection system is set up.

(3) Recycled rubber should be placed in a closed room, and the waste gas in the closed area should be collected and treated.

(4) The collection and transportation of VOCs polluted gas shall meet the requirements of the Technical Guidelines for Air Pollution Control Engineering (HJ2000-2010), and the pipelines shall be clearly color-coded and marked.

V. The enterprise shall conduct at least one monitoring of the entry and exit of VOCs exhaust gas treatment facilities and monitoring of the unorganized monitoring concentration at the factory boundary, including monitoring of the processing facilities at key enterprises no less than twice and monitoring of the concentration at the factory boundary at least once.

6. Establish and improve a comprehensive ledger management system, including an exhaust gas monitoring ledger, an exhaust gas treatment facility operating ledger, a consumption ledger containing organic solvent materials, and an exhaust gas handling consumable replacement ledger. The retention period of the ledger must not be less than three years.

7. Establish a management system for the reporting of abnormal working conditions, including reporting to the local environmental protection department in a timely manner when there are project shutdowns, exhaust gas treatment facility shutdowns, and environmental protection accidents.

Our company will solemnly abide by the above commitments. Otherwise, they will voluntarily accept the punishment given by the superior environmental protection department in accordance with relevant environmental protection laws and regulations.
